WILLIAM REDMOND (Clare, E.)I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland if he will state the cause of the delay in the payment of the residual Capitation Grant due to national teachers for the year ended 31st December, 1902; and whether arrangements can be made by the Commissioners of National Education whereby those payments would be completed before 31st March, as was the custom up to the year 1900.
