To ask the Secretary to the Admiralty whether all officers of ships conveying troops during the South African War are eligible for the sea transport medal; and, if not, whether he could consider the advisability of including those who were not serving on Government transports.

(Answered by Mr. Arnold-Forster.) As stated in my reply on the 17th November last‡ to the right hon. Baronet the Member for the Forest of Dean, the issue of the medal is confined to troop transports on time charter, which are entirely at the disposal of the Government for service in any direction, and the masters and officers of which arc for the ‡ See (4)Debates, cxiv., 1105. time being practically the servants of the Crown. The Admiralty do not propose to make any change such as that suggested in the regulations governing the award of the medal.
