To ask the Secretary to the Admiralty whether, under the new Navy scheme, promotion of warrant officers to Lieutenant's rank will be by selection in all cases, and not by seniority; and whether it is proposed in such promotions to take the age of such Warrant Officers into consideration.

(Answered by Mr. Arnold-Forster.) It is proposed that the promotion of such officers to the rank of Lieutenant shall be by selection from the ranks of chief gunners, boatswains, carpenters, and chief engineer artificers when the latter are established, due regard being paid to seniority.
