I beg to ask the Postmaster General whether he will explain why irregularities committed by the postal and telegraph staffs at Limerick are recorded and taken into consideration in connection with the granting of annual increments, seeing that such irregularities are disregarded at Dublin, Cork, Belfast, and other large offices.

I have no reason to believe that there is any such variation in practice as the hon. Member describes. No increment can be granted to any officer without a certificate that his conduct in the preceding twelve months has been approved.
