To ask the Secretary of State for the Colonies whether, seeing that under the Bloemfontein Customs Convention the Transvaal Government have agreed to sanction a coast duty on dynamite of £14 a ton, he will say if that Government have any power, in view of the terms of this convention, to levy Excise duty on dynamite imported to the Transvaal and manufactured by the De Beers Company in Cape Colony.

(Answered by Mr. Secretary Chamberlain.) Under Article XVII. the Transvaal has power to levy a Customs duty on dynamite manufactured in the Cape.
