SIR MANCHERJEE. BHOWNAGGREE (Bethnal Green, N.E.)

To ask the First Lord of the Treasury if, in view of the difference of opinion existing between the Government of India at home and in India and the War Office as regards the liability of the India Exchequer to pay an annual sum of £786,000 on account of the increase in the pay of the British soldier, he will give the House an opportunity for discussing and pronouncing a decision on the policy which necessitates this addition to the military burdens of India.

(Answered by Mr. A. J. Balfour.) The policy referred to by my hon. friend is one which concerns the Army as a whole, whether in India or in England. The necessity of augmenting the pay of the British soldier was discussed at great length last year, and it is impossible now to reopen the question.
