§ MR. LOUGHI beg to ask Mr. Chancellor of the Exchequer how many of the sixteen factories which are to be placed in bond under the Sugar Convention Bill are refineries, how many are factories for the extraction of sugar from molasses, and how many are factories for brewers' sugar.
