To ask the Secretary of State for the Home Department if he will consider the expediency of introducing legislation such as will bring within the scope of the Factory and Workshop Act, 1901, premises such as those in Queen Victoria Street, the scene of a recent fire which was attended with the loss of life of some of the workers.

(Answered by Mr. Secretary Akers-Douglas.) I do not think that it would be expedient to bring within the Factory and Workshop Act, for the purposes of the provisions relating to means of escape from fire, buildings which would not be either factories or workshops for any other purpose of the Act.
