To ask the Postmaster-General if he will state on what grounds a certificate for pension has been refused Benjamin John Foreman, for 34 years counter clerk and telegraphist in the employ of the Post Office.

(Answered by Mr. Austen Chamberlain.) Mr. B. J. Foreman was not qualified for the award of a pension at the time when his service was terminated, as he was neither sixty years of age nor incapacitated from the performance of his duty. No question, therefore, of the grant of a certificate arises.
