To ask the Postmaster-General if his attention has been called to the fact that prospectuses and proposals of the Systematic Play Syndicate, Monte Carlo, are being posted in England in open envelopes at the halfpenny rate of postage, and are being circulated among officers in the Army by means of the post; and, if so, whether he can take steps to put a stop to such use of the halfpenny post.
