I beg to ask the President of the Board of Trade if his attention has been called to the fact that the London and North Western Railway Company accept goods for delivery on their line carriage forward from shippers, on the understanding that those goods are to be delivered against payment of railway carriage, but i stead of so acting they deliver the goods free of railway carriage, charging it to the account of the consignee, and then, failing to receive payment, compel shippers to pay even three years afterwards; and, if so, whether he will take steps to stop this practice.

If the hon. Member will make a definite complaint to the Board of Trade under Section 31 of the Railway and Canal Traffic Act, 1888, I will give it careful consideration.
