HC Deb 22 April 1903 vol 121 c113
MR. LOUGH

I beg to ask Mr. Chancellor of the Exchequer whether it will be necessary under the terms of the Brussels Convention to place the sugar refineries of this country in bond; and, if so, what will be the cost of supervising these refineries when bonded, and who will bear the cost.

MR. ELLIOT

Under Article II. of the Sugar Convention it will be necessary to place sugar refineries in this country in bond. The cost of supervising the refineries, when bonded, will be borne by the Crown, as in the case of ordinary bonded warehouses. It is too soon to estimate accurately what the cost will amount to, but there will be considerable compensatory additions to the Revenue.
