§ MR. REGINALD LUCAS (Portsmouth)To ask the Secretary of State for the Home Department whether he will consider the propriety of requiring that every driver of a motor car in a public thoroughfare shall be in possession of a certificate of efficiency granted by some qualified local authority.
(Answered by Mr. Walter Long.) As I have stated in reply to previous Questions, I am afraid there would be much difficulty in giving effect to the suggestion of my hon. friend. The whole subject, however, of amendment of the law as to motor cars is receiving my attention.
