LABOUCHERE () NorthamptonTo ask the Under Secretary of State for Foreign Affairs whether he will forgive me in asking him if there were any Clauses attached to the treaty between this country and Japan which have not yet been made public; and whether he will allow me to ask him whether he can inform me, without injury to public interest, if any pledges or assurances in connection with that treaty have been given which are not known to Parliament.
