MR. TULLY

I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether, seeing that solicitors to Boards of Guardians are eligible for membership of County Councils, he can state on what grounds the Local Government Board issued a sealed order disqualifying workhouse medical officers for that position; and whether this is in accordance with the practice in England and Scotland.

Solicitors to Boards of Guardians are not poor Law Officers, and the Local Government Board has no control over them. The order disqualifying paid officers engaged in the administration of the Poor Relief Acts from taking pars in the proceedings of Councils, was issued in the interests of the sick and destitute poor. I have no information as to the practice in England and Scotland.
