To ask the Secretary to the Admiralty if the medal to be given for the conveyance of troops Is to be confined to the masters of chartered ships and refused to the masters of mail steamers, which have sometimes carried as many as 2,000 men in a single trip.

(Answered by Mr. Arnold-Forster.) The reply to the Question is in the affirmative. The intention is to confine the issue of the medal to troop transports on time charter, which are entirely at the disposal of the Government for service in any direction, and the master and officers of which are for the time being practically the servants of the Crown.
