MR. WINSTON CHURCHILL (Oldham)

To ask the Secretary to the Board of Education whether he can say if, where schools have hitherto been built on land for which an annual ground rent has been paid, and such rent has been allowed as a legitimate item of expenditure, such ground rent will in future be looked upon as a charge to be provided by the managers, or will it, as heretofore, be charged to general expenses.

(Answered by Sir William Anson) Under Clause 8 (d) of the Bill the schoolhouse must be provided by the managers free of any charge for ground-rent unless it be in respect of the teacher's dwelling-house.
