§ MR. CALDWELL (Lancashire, Mid)said that they ought to have some explanation o the Bill, all the more as the Irish Members were absent. If the Bill had the assent of the Irish 128 Members, so far as he was concerned he would not object to the Second Reading; but he hoped that in a matter of that kind—
