GIBSON BOWLES (Lynn Regis)I beg to ask the Under Secretary of State for Foreign Affairs whether, previous to the late war between the United States and Spain, any assurances were given by the British Government to the Government of the United States as to the conduct or policy of Great Britain in reference to that war; if so, whether such assurances were conveyed by word of mouth or by correspondence; and whether, in view of the time that has elapsed since the termination of that war, the terms of any such assurance and the text of all correspondence relating thereto that may have passed will now be laid upon the Table of this House.
