To ask the Secretary of State for India, seeing that the space under the seats of the third-class carriages of the Himalaya Narrow Gauge Railway is open, and that the hand luggage of passengers is usually placed under the seats, will he consider the advisability of recommending to the Railway Department of the Government that these open spaces be enclosed by wire or otherwise, so that there may be no risk of luggage getting on the line, in view of the accident which occurred on the 4th January last to a train descending the mountain.
