§ CAPTAIN NORTONI beg to ask the Secretary of State for War if he can state why orders were given to reduce or discontinue the purchase of horses in the autumn of 1900; what were the dates of those orders; what was the extent of the reduction or the time during which purchase was discontinued; also the location of the remount establishments curtailed, and the extent to which they were affected.
