I beg to ask the Secretary of State for War what steps have been taken to remedy Lord Kitchener's complaint of the 15th January that some of the horses arriving in South Africa were not well selected, and some were arriving in bad condition.

We are carefully dealing with all the points involved, but I cannot make a full statement in answer to a Question.

Can the noble Lord say why it is that after the war having lasted two years the officers employed on this duty do not select horses properly?
