I beg to ask Mr. Chancellor of the Exchequer whether he can state why the proposals of His Majesty's Government relating to the procedure of the House, which were ordered by the House on the 7th February to be considered, have,since been so changed, in a new and altered statement thereof, as to omit the proposal in No. 3 to take Questions at 7.15 p.m., immediately after the interruption of business at an afternoon sitting; and whether, seeing that proposal No. 7 still prescribes that Questions shall not be taken until after the interruption of business at the afternoon sitting, he can say when it is now proposed that Questions shall be taken.

The mention of the hour named for the interruption of business at the afternoon sitting has been omitted from Resolution No. 3 in the White Paper, because it appeared better that that Resolution should not contain anything anticipating our proposals with regard to Questions, which would better be considered as a whole in a subsequent Resolution.
