To ask the First Lord of the Treasury whether he is aware that the Report of the Royal Commission on the Port of London appeared in a London newspaper on the 19th instant; and if be will explain how this occurred before the Report was in the hands of Members of this House.

(Answer.) I have satisfied myself that no blame whatever attaches to the the printers in this matter. I have this morning received a letter from one of the Assistant Commissioners to the effect that, under a misapprehension that the complete Report had been laid—when in fact it was only the dummy—he wrote the article which is the subject of the Question.—(Treasury.)
