To ask the Secretary to the Treasury if it is the intention of the Board of Customs to appoint all assistant inspectors of waterguard from the Waterguard Department.

(Answer.) Promotion to the highest appointments on the waterguard staff will, in future, be made solely from the ranks of those serving in the waterguard, provided always that, as the Board of Customs do not doubt will ordinarily be the case, a thoroughly competent officer is available in those ranks.—(Treasury.)
