LAMBERTI beg to ask the First Lord of the Treasury if he will state what will be the effect of the Education Bill on an educational endowment in a borough of less than 10,000 inhabitants which is sufficient, with the Government grants, to maintain the elementary schools; and whether a borough with such an endowment will be liable to be rated for the expense of the new local education authority.
