WEIRTo ask the Secretary of State for the Colonies whether the question of establishing a Municipal Council in Hong Kong, on lines similar to the Councils which have already been established at Shanghai, Singapore, and Penang, is again under consideration; and, if so, will he say when he expects to arrive at a decision on the subject.
