§ MR. WYLIE (Dumbartonshire)To ask the Under Secretary of State for Foreign Affairs if he will state what proposal has been received from Sir James Mackay regarding the Likin system which are to be submitted in this country and in China.

The scheme which has been received from Sir James Mackay deals very fully with the difficulties of the Likin system; but as the proposal is still under consideration my hon. friend will no doubt forgive me if I make no statement in regard to it at the present moment.
