The following notices of Instruction stood on the Paper.

MR. BANBURY

That it be an Instruction to the Committee to consider the position of the taxpayer and ratepayer, and to prevent any further increase of the heavy burden already placed upon them.

MR. EVELYN CECIL

That it be an Instruction to the Committee that they have power to consider whether a superannuation scheme of this nature should be introduced in a Private Bill, or in a Public Bill applicable to School Boards generally.

I beg to call attention to the nature of the Instruction standing in the name of the hon. Member. I submit that it is out of order. The question whether a Bill should be introduced as a public Bill or a Private Bill is a matter for Mr. Speaker and not for the House, and consequently I submit that this mandatory Instruction to a Committee to consider whether a superannuation scheme of this nature should be introduced in a public or in a private Bill is out of order.

Yes, I was about to tell the hon. Member for Aston Manor that the Instruction was clearly out of order. The House has, in fact, entertained this Private Bill and read it a second time. The Committee must now deal with it on its merits.

Will the Instruction in the name of the hon. Member for Peckham go over to another day in his absence?
