I beg to ask the Secretary of State for War, whether compelling non-combatant Boers to travel on trains between Pretoria and Pietersberg is in accordance with the rules laid down in the War Office Manual for the treatment of non-combatants. May I say that this question has been on the Paper for eight days.

Presumably the hon. Member refers to the chapter on Customs of War in the "Manual of Military Law." There is nothing inconsistent in the action referred to, with the Customs of War therein set forth.
