MR. LOUIS SINCLAIR () Essex, Romford

To ask the Under Secretary of State for Foreign Affairs whether, seeing that the last Report on the Constitution and Functions of Ministries of Commerce was laid in 1889, since which date all the principal countries of the world have more or less reformed their administration of Trade and Commerce, he will grant a return up to date, showing the manner in which Trade and Commerce is administered in the principal countries of the world, and the powers conferred on the Minister of Commerce by those countries which possess such a Minister.
