To ask the Secretary to the Board of Education, whether he can state at what date a Municipal Council will become a local education authority for the purposes of Clause 11 of the Education Bill; and what powers a local education authority will possess to obtain from trustees, managers, and others information enabling them to make an application for an Order, or to advise the Board of Education with regard to any Order sent to them under sub-Section (2) of Clause 11 of the Bill.

(Answered by Sir William Anson.) The powers conferred by Clause 11 of the Education Bill may be exercised, if necessary, as soon as the Bill becomes Law. Rule 15 of the Second Schedule provides for the supply of information on reasonable requirement by managers of a public elementary school to a local education authority immediately after the passing of the Bill.
