LOWE () Birmingham, EdgbastonI beg to ask the Secretary to the Board of Education whether it is intended that the managers of provided and non-provided schools, or either of them, shall have the management of the funds which, under the Education Bill, are to be provided for them by the local education authority for such purposes as maintenance, the payment of teachers' salaries, and other current obligations, or whether these payments will have to be made by the local authority at some central office; and whether any discretion will be left to the local authority in this matter.
*SIR WILLIAM ANSONIt is intended that the local education authority should have full discretion as to the mode in which the funds at their disposal are to be used for the maintenance and efficiency of public elementary schools. They can make the payments themselves if they please, or they can entrust the managers with the duty of making payments. I will refer the hon. Member to Clause 7 (1) and to Clause 19 (5) of the Bill.
