GIBSON BOWLES (Lynn Regis)I beg to ask the Under Secretary of State for Foreign Affairs whether His Majesty's Government have any information to the effect that Russia has obtained the Chafarinas or Zafarinas Islands on the coast of Morocco, near to Gibraltar, as a coaling or naval station; and is he aware that the Spanish Government is preparing to fortify certain points on Spanish territory adjacent to Gibraltar, and that the Captain General of Algeciras has given notice to owners of land in the neighbourhood of that place, whether Spaniards or others, not to proceed with any buildings within the military radius.
