I beg to ask the Secretary of State for the Colonies whether members of the South African League are under martial law in South Africa and allowed to hold public meetings, while their political opponents are denied this right.

Perhaps I may be allowed to answer this Question. Members of the South African League are not treated differently from other persons in respect of the application of martial law. The question of permission to hold meetings rests with the administrator of the area concerned.

The right hon. Gentleman has not answered my Question as to whether these persons are entitled to hold meetings, and are holding meetings.

MR. BRODRICK

I have said that they are in no different position from that of other persons as to the holding of public meetings, the sanctioning of which rests with the administrator.
