MR. MARKHAM

I beg to ask the Secretary of State for War whether any British subject against whom no criminal charge has been made has, with the exception of Mr. Cartwright, been refused permission by the military authorities in South Africa to return to this country.

I have no information on this Question except in regard to the case of Mr. Leepoldt, who was also connected with the South African News, and who was for a time refused permission to leave South Africa.
