§ THE UNDER SECRETARY OF STATE FOR FOREIGN AFFAIRS (Lord CRANBORNE, Rochester)His Majesty's Minister has reported that a Convention relating to Manchuria has been signed. Its terms have not been officially communicated to His Majesty's Government, but we understand that it provides for partial evacuation within six months and for complete withdrawal within eighteen months from the date of the signature.
