I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether any record exists at Dublin Castle or in the offices of the Local Government Board as to bye-laws having been adopted at any time by the Boyle Town Commissioners under the Towns Improvement (Ireland) Act, 1854, or any of the Acts incorporated therewith; and whether he can state if the Boyle Town Commissioners can make regulations as to fairs and markets under Sub-section 2, Section 21 of the Public Health (Ireland) Act, 1896.

At the request of my right hon. friend I will reply to this question. There are no records either at Dublin Castle or in the Department of the Local Government Board of the adoption of the bye-laws mentioned in the first paragraph. With reference to the second paragraph, it contains an abstract question of law depending on the construction of several statutes in no way affecting the Executive Government, and I must respectfully decline to answer it.
