§ THE SECRETARY TO THE ADMIRALTY (Mr. ARNOLD-FORSTER, Belfast, W.)The Report reached the Admiralty to-day. The subject is a large one, and the Report will require very careful consideration by the Admiralty. I can make no promise as to when the Report will be laid on the Table.
