I beg to ask the Secretary of State for the Colonies whether he is aware that last September a proclamation was issued by the Governor of Johannesburg dealing with the conduct of banking business in that city, and containing the announcement that notes of the Bank of Africa would be accepted as cash at all the Government offices within the town and district of Johannesburg; and what is the reason for the conferring of this privilege on the Bank of Africa.
