I beg to ask the Under Secretary of State for Foreign Affairs whether His Majesty's Government have made any proposals to the United States Government in reference to the action of Russia in Manchuria; and, if so, whether he will state the nature of these proposals.

His Majesty's Government are in constant communication with the Rowers concerned on every phase of the Chinese question, but it would be contrary to the public interest to enter into particulars at the present moment.
