PIRIEI beg to ask the Secretary of State for War whether a scheme of Army reform was prepared by Lord Wolseley for Mr. Cardwell, of which a portion, including short service, was adopted by the Ministry of the day and by Parliament; and, if so, if he will lay upon the Table of the House the original draft of such scheme.
§ MR. BRODRICKIt is not clear to what the hon. Member refers. When Mr. Cardwell introduced his scheme to this House in 1870 Lord Wolseley was serving in Canada. He afterwards served on a Committee which worked out the detailed reorganisation required by Mr. Cardwell's scheme and reported in 1872, but he does not appear to have drafted any separate scheme.
