I beg to ask the President of the Board of Trade whether ships flying the British flag and trading between foreign ports are subject to the provisions of the Merchant Shipping Act in reference to certificated officers, or whether these ships may proceed to sea without a single certificated officer on board.

No, Sir. British vessels trading between foreign ports are not required by the Merchant Shipping Act to carry certificated officers.
