I beg to ask the Secretary of State for the Home Department whether his attention has been called to the report of the Chief Constable to the Joint Standing Committee for the county of Denbigh, in which he states that there has been a further increase in the number of clubs in the county; whether the police have any power to demand a list of the members of these clubs, or otherwise to exercise any control over them, and whether any legislation having for its object the supervision of these clubs, in accordance with the recommendations of the Commission on the Sunday Closing Act (Wales and Monmouthshire), is contemplated at an early date.

I have received a copy of a resolution passed at a meeting of the Standing Joint Committee for Denbighshire. The police can take proceedings if a club supplying intoxicating liquors can be proved to be a "bogus" club—e.g., if it is not a properly constituted members' club, or if it is a disorderly house. I have had under consideration proposals for amending the law in relation to clubs, but there are many difficulties in dealing with this question, and I cannot make any promise of legislation at an early date.
