I beg to ask the Under Secretary of State for Foreign Affairs whether the British delegates at the Brussels Conference on Sugar in 1898 having reserved entire liberty of action to Her Majesty's Government, which the development of the sugar question may render necessary, it is open to Parliament to impose a duty on sugar at any time without notice to the Government which took part in that Conference.
