DR. TANNER

I beg to ask the Secretary of State for the Colonies if the unsettled condition of affairs in Swaziland still continues; if he has official information of the murder of Sebobo and the destruction of his kraal; and if, in consequence of the absence of law and order in Swaziland as alleged, a number of natives have petitioned the Crown to be permitted to pass armed through Swaziland to a district called Nemahash, locally known as No Man's Land, being in dispute between the Swazi and the Portuguese.

I believe that there has been unsettlement in the country, probably in consequence of the withdrawal of its administration by the South African Republic after the outbreak of war, but I have no means of ascertaining the present state of affairs. As to the second paragraph I have no official information, while in regard to the third the answer is in the negative.

Is it not the fact that the natives asked permission to pass through this No Man's Land outside British administration in South Africa? Does the right hon. Gentleman deny that?
