§ MR. RUNCIMAN (Oldham)I beg to ask the Vice-President of the Committee of Council on Education whether he is aware that the Oldham School Board will lose in grant under the new Code a sum estimated at nearly £400; and whether this loss is owing to the average efficiency, or standard of efficiency, of schools contemplated under the new Code being below that attained by the schools of the Oldham Board.
§ SIR J. GORSTThe estimate of the loss of the Oldham School Board is £336, which would be made good by a rate of one-eighth of a penny in the £. The 707 standard of efficiency is not, in the opinion of the Committee of Council, correctly measured by the amount of grant earned.
