MR. HEDDERWICK (Wick Burghs)

I beg to ask the Under Secretary of State for Foreign Affairs whether the sum of £10,000, voted in March, 1899, by the House of Commons, after negotiations with the French Government, in compensation of claims on the part of certain Roman Catholics in Uganda in respect of injuries alleged to have been done to their clothing and property by British forces, was paid over to the French Government or to Cardinal Vaughan.
