GIBSON BOWLESI beg to ask the First Lord of the Admiralty will the terms of reference to the proposed Committee on Belleville Boilers enable the Committee to investigate the circumstances under which these boilers were first adopted by the Admiralty; to ascertain under whose advice they were thus adopted; and to examine the persons who gave that advice in such a manner as will enable those persons to explain the grounds on which the advice was given.
MR. GOSCHENIf my hon. friend will recall what I said with reference to the proposed constitution of the Committee and the object of the inquiry, he will see that such an investigation as he suggests in his question was not contemplated.
