I beg to ask the Secretary of State for India whether, in the year 1876, a large survey party was assembled on the Indian frontier under instructions from the Government of India to initiate all the preliminary arrangements for linking together the Indian and Russian railway systems; and whether the proposed operations of this survey party were countermanded by a cable message from the India Office in London.
